Sun-Tzu Liao, son of the insane Romano Liao; he became Chancellor of the Capellan Confederation after the assassination of his mother. He created an alliance with the Free Worlds League and later the Trinity Alliance with the Taurians and Canopians. The first elected First Lord of the newly formed Star League, he used his powers to conquer the St. Ives Compact and reincorporate it into the Confederation.
